Our Organization

The NCC is currently being incubated within SAGIA and is staffed with a mixture of external consultants and full time SAGIA staff. Over time, the NCC will evolve into an independent organization. We are in the process of recruiting exceptional individuals to fill important roles (see  Career Opportunities).

Chairman – H.E. Amr Dabbagh


His Excellency (HE) Mr. Amr Al-Dabbagh, is the Governor and Chairman of the Board of the Saudi Arabian General Investment Authority (SAGIA), with the rank of Minister. He was appointed to the position on the 22nd of March, 2004, by Royal Decree of the Custodian of the Two Holy Mosques, the late King Fahd of Saudi Arabia, who had previously appointed Governor Al Dabbagh to two consecutive, 4-year terms as a member of the Regional Council in the Makkah Province, Saudi Arabia.

Prior to his appointment at SAGIA, the Governor served as the Chief Executive Officer and President of the Dabbagh Group from 1991 to the 22nd of March, 2004. Under his stewardship, the Group was reorganized into a portfolio-driven enterprise and experienced phenomenal growth in each of its five core areas of concentration: Telecommunication, Media & Technology (TMT), Energy, Food, Real Estate Development and Financial Services.

Born in 1966, His Excellency obtained a Bachelor of Business Administration degree from King AbdulAziz University in Jeddah, and his international business career developed through executive programs in management at the Harvard Business School, the Wharton School, the John F. Kennedy School of Government and the London Business School, as well as through training programs with Merrill Lynch, Coutts & Co., and Banque Worms.

As the founding Chairman of the Jeddah Economic Forum (JEF), His Excellency carefully guided the JEF to become the Middle East’s preeminent economic think tank. The JEF has consistently attracted political, corporate, academic and media leaders from global, regional and local spheres.

Presently, he is Chairman of the Board of Directors of The Centennial Fund (TCF), a non-profit organization established to help young Saudi entrepreneurs achieve economic independence through self-employment. TCF achieves its goals principally by establishing corporate citizenship programs aimed at mobilizing the support of the Saudi business community.

Governor Al Dabbagh was the driving force behind the establishment of the NCC in 2006 and has championed the 10X10 campaign in his role as Chairman of SAGIA

His Excellency is an advocate of the corporate role in social responsibility, and is an active promoter of better corporate citizenship. He is a former member of the HRH Prince of Wales Business Leaders Forum in the United Kingdom, and is a Founding Chairman of the STARS Foundation, a United Kingdom-registered charity charged with supporting underprivileged children worldwide. He was formerly Vice President of the Wildlife Conservation Foundation of Tanzania, which is co-chaired by former President George Herbert Walker Bush and former French President Valery Giscard d’Estaing.

 

CEO – Dr. Awwad al Awwad


Dr. Awwad Al Awwad is Deputy Governor for Investment Affairs at the Saudi Arabian General Investment Authority (“SAGIA”), where he heads the Investment Affairs department which is responsible for managing and promoting the investment environment in Saudi Arabia and for spearheading SAGIA’s “10 by 10” program that aims to establish Saudi Arabia as one of the Top 10 most competitive economies in the world by 2010. This role naturally led to the appointment of. Dr Al Awwad as President of the NCC,

 
Dr. Awwad chairs the Saudi negotiation team for bilateral investment treaties and is acting leader of the Saudi team for disputes to the WTO. In addition, he represents Saudi Arabia in the OECD-MENA Committee on Investment and Arab Invest Promotion Association.
 
A 2005 Eisenhower Fellow, Dr. Awwad has published a series of academic articles on investment and economics and sits on the Advisory Board of the Saudi Economic Journal. Dr. Awwad formerly worked at the Saudi Arabian Monetary Agency (SAMA) as the head of Financial Law and Supervision, and as the senior trainer at SAMA's Institute of Banking.
 
Dr. Awwad received his BA from King Saud University and went on to take a Masters degree in Banking Law, Boston University Law School and obtained his PhD in Financial Market Law from Warwick University Law School
 
He is a Member on the Government’s Anti-Trust Committee, the Commission for Resolution of Commercial Papers Disputes, the United States/Saudi Arabia Strategic Dialogue, the Saudi American Investment and Trade Board, the Regional Arab Investment Authorities Committee and of the Arab Investment Court
