The NCC serves as a "think tank" for change by conducting and developing competitive assessments and monitoring the implementation and results of change programs. These programs are focused on two main areas:

Recent examples of the NCC acting as a think tank include:
- Thorough assessment of the Kingdom’s competitiveness, using the World Economic Forum’s Global Competitiveness Index methodology
- Preparing of the business case to eliminate the minimum capital requirement for Limited Liability Companies and to monitor the progress of implementation
- Collaborating with SAGIA Sector heads on initiatives designed to boost competitiveness. E.g., upgrading of ICT infrastructure and improving primary school enrolment rates
- Measuring the success of the Kingdom’s competitiveness change efforts through monitoring three globally accepted measures of competitiveness and related indicators to evaluate 10 by 10 progress
